Not accepting new posts?

I just tried to post a reply to a thread and I got a message saying "This forum is not accepting new posts". What does that mean?

Heather, It may be that the thread is closed and up only for information purposes therefore you can not post. Please let us know which thread it is so I can make sure that it should or should not be that way. Thanks.
